[tz] need testing for new tzdb release for Brazil changes

They're the client that we've gotten the most feedback from; squeaky 
wheel and all that.

The main issue is that I am planning to stop distributing 
rearguard-format tzdata tarballs from my personal web pages at UCLA. 
Instead, users or distributors desiring rearguard format should use the 
output of "make rearguard_tarballs" or of "make rearguard.zi". This 
procedural change won't alter the tarballs released via IANA.

There's also a less-important issue involving CLDR vs current and future 
Morocco rules.

I doubt whether either issue will affect code or data in the next tzdb 
release. However, it may affect the NEWS file and/or the release 
announcement.
