[tz] No more DST in Brazil

And the latest 2019c release shows no DST from Feb 2019 onwards.
The latest compiled binary tzdata files have to be installed on your PHP system,
normally under /usr/share/zoneinfo/ from a package named like tzdata-2019c,
zoneinfo-2019c, timezone-2019c, glibc-zoneinfo-2019c, etc.

For PHP you may also have to do pecl install/upgrade timezonedb and enable the
timezonedb extension to use updated info.
