[tz] 'Australia/Canberra' time zone?

Oh, thanks for the correction.  I did mean "backward".

BTW, it's not like the tz project isn't taking a position on this:
by including backward and not backzone in the standard tzdata.zi
file, I'd say a pretty clear precedent for what to include has
been established.
