Currently proposed text for the second reading (expected on
Decemeber 8) on https://sozd.duma.gov.ru/bill/1012130-7 changes the
date to December 27.

https://v1.ru/text/gorod/2020/12/04/69601031/ says that passing the
law before December 20 is "physically impossible".
