Thanks for continuing your extensive research here; these contributions are
much appreciated.  I notice these links are to scanned documents stored in
OneDrive — are you able to provide more direct links to the original
sources here?  Although the scans do help us out with recording precise
wordings and the like, it's preferable if we're able to refer to copies
held by institutions charged with maintaining these public records, so that
users can more readily verify their provenance in the future.

Given that we need a new release soon for the upcoming change in Volgograd,
we'll probably hold further work on these until after that release, with
the possible exception of finishing up Nigeria, which I had already mostly
finished incorporating from your earlier thread "(2)", though in
particular, a direct source for the 1919 transition there would help.
