Thank you for those corrections. I installed the attached patch to
tzdb's development version and these fixes should appear in the next
release.

* NEWS, northamerica: Say that America/Halifax applies to the
Îles-de-la-Madeleine and the Listuguj reserve.
* zone.tab, zone1970.tab: Say that that the old Yukon division
was between east and west, not south and north.
