Doesn't such a position, however, fly in the face of the "boots on the
ground" approach we've taken in other situations?

I remember when we removed a bunch of abbreviations that had no basis
in fact.  In this case it seems we're trying to dictate what their 
abbreviation they should use, and flying in the face of what we should
reasonably expect those boots (and the folks attached to them) to use.
