    The boots on the ground seem to
    agree that the change is on Nov 01.
    The abbreviation currently is PDT,
    and tzdb should record this.

    So the patch has to be
        + -8:00  Canada P%sT 2020 Nov  1 2:00
        + -7:00  -      MST
    (or whatever abbreviation will be chosen).
