The time scale that was later called UTC was defined
by the BIH since 1961-01-01. Its relation with the time
scale later called TAI is given for instance in the
Annual Reports of the BIH, using names TUC and UTC,
of which the relevant pages are available in
[ftp://ftp2.bipm.org/pub/tai/annual-reports/bih-annual-report/]
The 1971 Annual Report also gives the relation of
Stepped Atomic Time with TAI.
