Would it help if there was a translation file readily available? I'm
picturing one for each language or country or whatever.
The idea is to distribute them with the tz data so that individual programmers
that want to do the right thing and use appropriate names rather than file
names in their UI don't have the excuse that the data isn't available.
The problem then becomes who decides what goes into the table. I see several
options. One is to use some official government source, USGS or State Dept in
the US. Another would be to find a trusted volunteer (or team) for each file.
How much of the raw data is available online already? Would such a file be
easy to maintain if there was a URL pointing to the source. (The idea is to
avoid discussions like Kiev/Kyiv.)
