[tz] Time zones in conflict areas

What we are trying to do is to provide the correct time for the
people who live in each region. Choosing a different timezone
other than the one the people use for whatever reason makes
little sense.
Unfortunately I think that the time has come to create a separate
mailing list for technical discussions that have nothing to do with
politics.
