Indeed.  To more fully clarify my thought process with the latest patch:
The original announcement Sharef shared in 2019 (from the Palestinian
Cabinet) said midnight and explicitly called out "Friday/Saturday" (though
it only gave the Saturday's date), and the article Steffen just shared
today further supports that.

By contrast, the link Sharef shared today for the 2020 change (also from
the Palestinian Cabinet) explicitly says 01:00.

So, absent contrary evidence from "boots on the ground", I'm more inclined
to believe that these differing writings from an official source do, in
fact, represent an actual difference.
