[tz] Palestine to end summer time on Oct 24th

Could they not decide a bit earlier? All computers and mobile phones 
will show the wrong time for a week, as they are unlikely to be updated 
so quickly, even
when Paul Eggert releases a patch.

The required patch will be something like

Rule Palestine  2016    2019    -       Oct     lastSat 1:00 0 -
Rule Palestine  2019    max     -       Mar     lastFri 0:00 1:00 S
Rule Palestine  2020    only    -       Oct     24      1:00 0 -
Rule Palestine  2021    max     -       Oct     lastSat 1:00 0 -
