The current time law (2013) from the State of Israel can be viewed (in
Hebrew) at: ftp://ftp.cs.huji.ac.il/pub/tz/israel/announcements/2013+law.pdf

It translates to:

            Every year, in the period from the Friday before the last
Sunday in the month of March at 02:00 a.m.
            until the last Sunday of the month of October at 02:00 a.m.,
Israel Time will be advanced an additional
            hour such that it will be UTC+3.
