I also found the 1957 Blue Book p788 gives the county tally and totals:

I have been unable to track down the original act enabling statute 175.09 
defining standard time referred to in statute 990.001 giving the legislative 
definition of time.

Later historical changes were easier: 1987 act 8 1987-03-26 changing DST from 
last to first Sunday in April at 01:00:

and 2007 act 3 2007-03-06 changing DST start date from 1st Apr to 2nd Mar Sun 
and from 01:00 to 02:00 until DST end date from last Oct to 1st Nov Sun at 02:00:

the wording around the penalties for using any different time standards:
