[tz] Request for change to the tz database

Although a web form would help, I expect it would do so only if filtered 
all non-subscribers as there are too many places that say the equivalent 
of "report bugs to tz at iana.org". And such a filter would be so 
off-putting for new contributors that it would plausibly cause more 
problems than it'd cure.

I was thinking more along the lines of something just for this topic, as 
in, if it's another Kyiv-vs-Kiev request just reply with the 
boilerplate. The idea is to tamp down the current problem, not come up 
with a general long-purpose solution.
