[tz] "official" zone name alternatives via Link records

Just wondering if it might be possible to have a "conditional include"
somewhere (backwards file?). In NetBSD our make(1) recognizes the
``.cinclude <file>'' directive to "include <file> if it exists; if the
named file does not exist, just ignore the directive.
Is there some other portable mechanism to include-<file>-if-present ?
This would allow consumers (whether end-users or downstream projects)
to maintain their own local extra-links file that would be included,
without polluting (and increasing the maintenance costs of the mainline
distribution.
