[tz] Some time zone history (3)

Thanks for taking the time to dig up all those great sources to shore up
these weak points in our data.  In particular, it sure seems far more
likely that these contemporaneous almanacs had things right than that
Shanks had after the fact.

I've installed the attached patch removing the extraneous DST entries for
Sierra Leone during this period.
