More likely July 13 23:00, as the text says «from 11 hours of night of
30 June».

http://istmat.info/node/28137 says the change was to be enacted on
December 27, 1917, at 12 hours of night of Petrograd time (as active
from July 1) simultaneously in all Russia. So was it

And as the civil war was starting around that time the question is
what and where was actually implemented.
