[tz] United States Senate reintroduced Sunshine Protection Act, enabling Permanent DST

I don't quite understand the legal text of the bill itself [2], but
according to my reading, it seems like the bill will end DST across the
entire US by shifting the standard time forward an hour, except in
states/territories/area that currently doesn't enact DST, which they can
choose to follow the new standard time or old standard time?
