[tz] About missing country in your Time Zone Database?

Hello there IANA personnel,

I am currently taking a Python class and learning about using Time Zone and noticed that Kosovo is missing in the Time Zone Database list.

Please, I would to request to add in your Time Zone Database the country KOSOVO and its capital PRISHTINA?
