It seems to me tha tthese kinds of changes are not a good idea.
They amount to unnecessary churn for minimal benefit.

For one thing, it means any extant (pre-1970 or whatever) affected timestamps in these zones will randomly shift, and that's not something we really want to do. There's not a lot of this, presumably, but it's nonzero.
