In implementations, the single file ( such as America/Chicago ) is often only available by itself, with no context. /etc/localtime may be a hard link to somewhere, or simply copied from some random location.
So yes, having the version on every single binary file would be the most useful, given the way these files are used.
I also proposed that the files contain their ids internally (America/Chicago) for the same reason. Perhaps there’s some way to recode this information into 120 bits.
