[tz] Preparing to fork tzdb

If we're voting - I'd vote against forking.

And - once again - I have to point out that it's well past time we 
disassociate zone data from political regions.

Give each zone a unique numeric id then provide a default mapping. The 
tools can regenerate something that looks like the old form.
