Releasing the current tree as-is will further inflame tempers on this 
mailing list, making it an even less conducive environment for that 
discussion.

Releasing 2021b as 2021a+Samoa will allow us to discuss the way forward 
without having to worry about a world with a mix of 2021b and 2021a1 and 
people who install 2021b and get bitten by behaviour they don't expect.
