[tz] [tz-announce] 2021b release of tz code and data available

For those not familiar with how the Debian package tracker works, it may
be helpful to know that those entries are automatically added based on
analysis of the upstream release repository and the current version of the
Debian package.  They aren't manually created by a human and therefore
don't reflect a human decision (one way or the other).
