[tz] Preparing to fork tzdb

In June, Stephen Colebourne suggested that as an acceptable solution:

and yesterday wrote that he'd still have more respect for that approach 
than for what's currently in the development database:

However, this would be a bigger change to tzdb than other proposed 
suggestions. Although it wouldn't affect all that many uses (none of the 
proposed changes do) I expect it would be even less popular than the 
other proposals.
