As far as RFCs go, Arthur, Ken and I have already written RFC 8536,
which specifies TZif format and in effect codifies tzfile.5. A successor
to RFC 8536 is in the works.
I'd also welcome a companion RFC to specify .zi files, essentially
codifying zic.8. It'd be some work, tho. Plus, it's more than just
specifying the input format to 'zic'; it's specifying a lot of the other
stuff we've been discussing recently. Which'd be a lot of work.
