     Not true: Europe/Belfast, Europe/Guernsey, Europe/Jersey,
     Europe/Isle_of_Man are not of "lower quality", and in
     all the recent NEWS comments for moves of timezones
     into backzone, the move was never justified by the poor
     quality of its data.
