Yes - for example, back in 1992, the "Europe" file had these zones:
$ git show a544b29c474e03e527df186cd9c33049bce31670:europe | egrep '^Zone'

(Paul, I think, constructed the tz Git repository, in part, from the original SCCS history from when SCCS was being used by Arthur).
