[tz] [tz-announce] 2021b release of tz code and data available

I just noticed in the NEWS file the following:

On Fri, 24 Sep 2021, Paul Eggert via tz-announce via tz wrote:

I find that a wholesome misrepresentation of the situation.

The problem wasn't that you suggested to do too many changes at once, 
but that you were doing them *at all*.
