[tz] [Confirmation] America/Punta_Arenas will keep UTC -3 "indefinitely"

Hello everyone:

As almost all Continenal Chile just jumped back to UTC -4; I found there
was a decree published last Thursday that will keep Magallanes region to
UTC -3 "indefinitely"

The decree is available at

; and it's a modification of Decreto 1286/2018

Its only paragraph say:

"Nevertheless the aforementioned, the change of the Chile Continental
Official time for Magallanes and Antártica Chile region will be extended
indefinitely; and will be permanently set to GMT (sic) -3"
