Thanks, this appears to be a transcription error. The rules should say
C-Eur instead of E-Eur. Fixed in the attached patches.

IATA uses its own format. I do not have access to their data; instead, I
formerly got summaries of their changes from the late Gwillim Law. You
can see how I incorporated those changes by looking at these old emails:
