This is a problem with the tzdb only when the list of tzids is used as the source of the list of cities.

macOS, iOS, and iPadOS do *not* use the list of tzids as the source of the list of cities, and I think may also be the case for Android.  It's also the case for Ubuntu does during system setup but, unfortunately, not after the system is set up.
