[tz] [Change] DST dates for Chile will change in 2022-2023

Thank you for the heads-up. Proposed patches attached and installed in 
the development repository.

It looks like we'll need a new release pretty soon, as this change takes 
affect in about a month. It would be nice to have a URL that is 
something more official than a tweet, although that would merely be a 
commentary change.
