[tz] Official Chilean Goverment Decret for timezone changes 2022-2026

If the Chilean wobble in the start of DST to avoid an election day becomes
routine, we may get to resurrect the "year type" field in data files. (The
field was put in place when a proposal was made to adjust the end of U.S.
Pacific time, but only in presidential election years.)
