[tz] Official Chilean Goverment Decret for timezone changes 2022-2026

Thanks, I installed the attached commentary patch into the development 
repository, to cite the presidential decree.

The current TZDB release matches everything you wrote through fall 2026 
for all three Chilean locations, so it should be OK. For timestamps 
after 2026 TZDB guesses that DST will continue with similar rules, as 
this seems more likely than no DST (and we must guess *something*).
