[tz] Issues about parts of Europe/Moscow in 1981/1982

Currently we list 45 regions under Europe/Moscow. Is there some way to 
reliably come up with the list of "about 30" Russian regions that 
deviated from Moscow in 1981? If so, we can find the largest city in 
that area and come up with some approximation to a Zone. In the 
meantime, we can add your remarks to the already-existing commentary 
saying that this part of our Russian time zone history is incomplete, as 
per the attached proposed patch.
