[tz] Kyiv not Kiev

Hello,

Please be informed that your database has an error in naming Ukrainian city
Kyiv.
It is provided in the tz database as 'Kiev'. In June 2019 the name *Kyiv*
was officially adopted by the United States Board on Geographic Names as
the only correct one.

Please correct the mistake
