At that point it seemed most probable that the clocks would in fact 
change on March 30 (the Russian/pro-Russian forces had effectively been 
in control of the region for nearly a month at that point with no sign 
of change), so Paul released version 2014b on March 24 since it affected 
local time changes in the very near future.
