[tz] Updates on Iranian Time Zone (IRDT)

What are the chances they will be convinced to delay the decision taking
place until next year?

While the tzdb maintainer(s) can work hard to implement a change (less than
six days before the next transition), the process of many organizations
pushing that change out through multiple layers of operating systems,
application software, and embedded systems (like smartphones and networking
equipment) is much longer, and this will likely cause a lot of trouble. The
tzdb environment has recommended such changes be made at least a *year*
before they are to take effect.
