In many ways, that is not all that different from the confusion we
experience on this list from time to time between the Reference
Implementation (tzcode) and other libraries which parse either TZif or
the tzdata source files, and the issues that arise when those other
implementations don't behave quite the same way as the Reference
Implementation does -- particularly when they expose (and users come
to depend on) what the maintainers consider "implementation details".

And of course both communities end up having to paper over the mistake
that the POSIX committee made with regard to leap seconds, but do it
in different, not entirely compatible ways.
