Multiple people reported the Jordan change. Issam Al-Zuwairi wrote the 
first email I received, and you saw Issam's name because it appeared in 
the context of the second patch discussed below.

I had already installed the first patch about Jordan's change:

and the email you're referring to contained the second patch:

These patches should appear in the next tzdb release, which has not 
occurred yet but should be reasonably soon (there is no set schedule).
