This file is provided by Unicode related CLDR project to map from 
Windows time zones to tzdb time zones used to access their locale time 
data and allow related ICU project locale time to work under Windows.

Updates have been provided by MS and IBM contributors, and ex-MS tz 
contributor Matt Johnson/-Pint.

FYI Cygwin creates POSIX locale(7) objects from Windows locale data and 
POSIX locale settings, including mappings like date and time formats.
