permanent on 6h est of GMT since 1928.

You will have to see whether Paul will create a real zone 
Antarctica/Vostok for you now.

Your giving notice a few hours before the time shift was maybe not the 
best idea.
Any stimulants like W.... involved in such a short-term decision?

And you may be asked to prove your authority over such matters.
