Nor am I.   POSIX bug 1619 is one of mine, which has/had nothing
to do with the TZ definition, that change just got bolted on as an
freebie...

Yes, there is unfortunately a very limited understanding of how
local time sometimes works in that group.

That happened.  If you want I will dig out the bug number.

When the next draft appears I will be checking all of the time
related structs & funcs again.
