[tz] Maryland House Bill 165--permanent DST

This year's session of the Maryland state legislature is off and running.
On Monday, Delegate Crosby's bill 165 was read for the first time; it would
put Maryland on permanent Daylight Saving Time. A similar bill was
introduced last year; it passed the House but died in a Senate committee.

The bill is contingent on federal enabling legislation and on adoption of
permanent DST by neighboring jurisdictions. Once the contingencies are met,
the bill specifies that "this Act shall take effect on the earlier of the
second Sunday of March or the first Sunday of November." So yes, if the
contingencies are met on October 31, there'd be less than a week's notice
of cancellation of setting clocks back.

I plan to be in touch with one of my representatives to suggest a
parsimonious improvement: change "earlier" to "later."
