[tz] Lebanon DST change reverted

Yes, that's it. DST will now begin on March 30 at 12AM GMT+2 per all the
sources previously sent. The news articles translated into English (both
the machine translated ones and published in English) might sound
ambiguous but that's because they literally translated the text from Arabic.

Hopefully the update could be released soon before 2023b causes any
damage on March 30. The government changing this on such short notice
(both with their initial announcement and just now is so reckless).

I might just switch to UTC because I don't trust the government in
managing a timezone anymore! Just ridiculous... it's one thing to trash
your own currency and economy but this is just mind-boggling. All they
had to do was nothing and all would have been well!
