[tz] Proposal to revert 2023b's Lebanon data changes

Whether you are currently on 2023a or on 2023b, it’s still true that the behavior right now will be of historical interest only for 2023c, because the vast majority of people won’t be installing 2023c until after midnight tomorrow (in Lebanon).
