Ah wait it was just me playing around with the URL:

  t$ curl -L -I   https://www.iana.org/time-zones/repository/tz-link.html
  HTTP/1.1 302 Found
  ...
  HTTP/2 200
  ...

But nonetheless -- the /tzdb/ URL is fully accessible and allows
people (like me) to snuffle around and explore TZDB in all its
beauty.
